TSMC's Arizona fab burns 5 million gallons of water a day as residents revolt against data centers
The Verge AI · rss · 2026-10-29
A long-form Verge report on the collision between Arizona's water scarcity and the AI/chip buildout. TSMC's Phoenix foundry consumes nearly 5 million gallons of water per day drawn from the city's municipal supply; its planned investment in the state has ballooned from an initial $12 billion to $265 billion — billed as the largest foreign direct investment in US history — bringing 3,500+ jobs with little local opposition.
New hyperscale data center proposals are meeting a very different fate: a grassroots, bipartisan coalition of residents from Phoenix to Tucson is fighting them, packing city council meetings and teaching themselves zoning, land use, and water-consumption expertise. With Arizona set to lose access to nearly 30% of its Colorado River water, developers' promises of jobs and tax revenue no longer reassure residents, who fear data centers will consume resources without delivering TSMC-level prosperity.
For comparison: Google's hyperscale facility in The Dalles, Oregon uses about 1.5 million gallons a day — roughly a third of TSMC's Arizona complex. The state already hosts 172 data centers, most built with little pushback.
