gemini-cli PR adds canCreateSymlinks() check to skip failing Windows symlink tests

A contributor submitted a PR to gemini-cli fixing failing file discovery symlink tests on Windows.
- On Windows without Developer Mode or the SeCreateSymbolicLinkPrivilege privilege, fs.symlink calls fail with EPERM, breaking all 8 tests
- The PR adds a dynamic canCreateSymlinks() capability check so tests are skipped only when symlink creation is unavailable; POSIX and properly privileged Windows/CI environments still run them
- Verified: 8 tests skipped with 0 failures on unprivileged Windows, 42/42 file discovery tests pass, typecheck and lint clean
