Ruff author to open source internal tool; incremental-compilation GC merged into rustc

charliermarsh (creator of Ruff/uv) revealed he plans to open source an internal tool soon, with some changes already upstreamed. A merged rust-lang/rust PR garbage-collects old incremental compilation sessions.
PR #162240 fixes an issue introduced by #147821: skipping the current session during cleanup also skipped post-compilation cleanup, leaving both the previous and completed snapshots on disk and wasting incremental cache space. The merged change GCs stale snapshots at startup and after finalization.
