The author says they haven't heard a great argument for or against machine consciousness, but calls out one common line of reasoning — that it "would sure be inconvenient if machines were conscious" — as completely orthogonal to the actual question. Whether consciousness would be convenient or not has no bearing on whether machines possess it.
