gemini-cli fix: dotted Gemini 3 model names broke multimodal tool responses

A PR in google-gemini/gemini-cli fixes a bug in multimodal function response handling.
- The check only matched the gemini-3- prefix, missing dotted versions like gemini-3.8-flash and aliases like auto
- This pushed binary tool outputs (e.g. images from readfile) outside functionResponse, causing HTTP 400 errors on Vertex/Gemini API calls
- Fix resolves the model identifier on both static and dynamic config paths and uses the same regex as isGemini3Model(): /^gemini-3(\.|-|$)/
