App Store Connect CLI Adds Idempotent Release Reruns and xcresult-to-JUnit Conversion

Developer rudrank details new asc CLI features: --if-exists fail|skip|update for version, review detail, and localization creation enables idempotent reruns of release scripts, and the CLI can now generate a JUnit report from an existing .xcresult bundle without rerunning tests, plus list simulator and Mac test destinations.
