Layers runs first real autonomous loop: Detail fixes bugs, Devin reviews, Claude guards deploy

Layers shares their first genuinely autonomous loop: detail finds bugs or coverage gaps and opens PRs with fixes; Devin reviews them, and flagged issues are patched by detail before Devin re-checks. A clean PR gets a second pass from Claude over the deploy too, including DB migrations and transient errors. If all clean it merges itself; otherwise Claude closes the PR and opens a ticket for a human dev.
