Dev turns a 3,000+ page school district survey PDF into a searchable web tool with Claude Code

After Virginia's Williamsburg-James City County school division released raw responses to a redistricting survey as a 3,000+ page PDF, a developer used Claude Code to write extraction scripts and built a public web page letting residents search and filter responses by keyword, school affiliation, etc.
He published the live tool (redistricting.jwcaterine.com), a usage guide, and a full build write-up, noting the approach generalizes to any large public-interest PDF — turning raw institutional data into tools ordinary people can actually query.
