Beyond US and China: 24 Countries Build Foundational Models on Low Budgets

AI researcher Toby Walsh points out that the US and China are not the only ones building foundational models from scratch. In fact, 24 countries have already developed their own foundational models, with costs in the low millions and engineering teams of just a dozen people.
