OpenCode v1.18.4 loses plan/build mode switching after latest Windows update

What happened
After the latest update, OpenCode can no longer switch between plan and build modes. The app now defaults to build mode and the reporter says there is no way to return to plan mode.
Repro
- Open OpenCode
- Type a request for the AI
- The assistant responds in build mode
- Switching back to plan mode no longer works
