Dev unifies RTX 20/30/40 tensor core FP32-accumulation unlock into one cross-platform tool

After testing the FMLA32 (FP16/BF16/TF32 → FP32 accumulation) unlock on a Palit RTX 4070 Ti, a developer packaged the previously fragmented process into a unified tool, GPU-Tensor-Unlock-Universal, covering RTX 20/30/40 on Windows and Linux.
- Windows: coredetector.py cross-queries NVML, CUDA Driver API, and pci.sys to auto-detect PCI/Subsystem IDs, VRAM size, and EFI partition GUID, then compiles BOOTX64.EFI to a FAT32 USB drive.
- Safety: two-phase pre-flight reads and verifies the VBIOS BIT table, Falcon descriptor (RSA-3K on Ada/Ampere, AES-128 on Turing), and DMAP structure, dry-runs the FRTS patch in RAM, and safely aborts on non-standard VBIOS layouts.
- Linux: DKMS module + initramfs rebuild, explicit single-card PCI BDF for multi-GPU safety, and an ioctl tool to query fmla32 status.
- Includes a 7-kernel PTX JIT benchmark that fixes mmapeak's compile-time-zero optimization issue with runtime random non-zero data and IEEE-754 accumulator verification.
