ASC CLI won't half-edit new project.xcproj: plan/apply stop safely before writing

rudrank details App Store Connect CLI support for the new JSON-based project.xcproj format: asc xcode signing plan and apply don't support it yet, but they stop before writing anything and explain why, so a project in the new format can never end up half-edited. asc xcode version bump --next-build-number asks App Store Connect for the next build number in the same step.
