Gemini CLI fix makes Browser Agent honor settings.json overrides like maxTurns

PR #30067 in google-gemini/gemini-cli fixes a bug where the Browser Agent ignored user overrides from settings.json: the factory rebuilt the agent from hardcoded defaults, discarding registry-provided runConfig and modelConfig such as maxTurns. The fix reuses the registered local definition while refreshing invocation-specific tools and the vision-dependent system prompt, adds a regression test for maxTurns: 0, and passes all 28 factory tests, closing issue #22267.
