House Democrats push resolution against AI bailouts as industry debt nears TARP scale

Aakash Gupta argues AI borrowing this year is on pace to top 2008's $700B TARP — and if you hold a target-date fund, you likely own Oracle, Meta, or Microsoft debt, so the fight over any rescue runs through retirement accounts.
Last November, OpenAI's CFO said "Exactly" when asked on stage whether she wanted a federal backstop for the debt behind $1.4T in chip and data center commitments — walked back the next day, with the White House AI czar promising no federal bailout. Now Democrats Greg Casar and Maxine Waters are pushing a non-binding House resolution that failed AI companies go through ordinary bankruptcy.
The post also cites circular financing: Nvidia invests in CoreWeave (which buys Nvidia chips), Microsoft backs OpenAI (which spends on Microsoft cloud), Amazon backs Anthropic (which uses AWS). The 2008 lesson: no law said "bail out subprime" — TARP's $700B flowed to whoever held the system together.
