Claude Code v2.1.314 adds write-blocking outside workdirs, idle compaction, gateway fixes

Claude Code v2.1.314 is out with notable enterprise and workflow improvements:
- Permissions: new permissions.blockWritesOutsideWorkingDirectories makes Write/Edit/NotebookEdit refuse paths outside working directories in every permission mode
- Gateway: optional groups list on Claude apps gateway upstreams routes only developers in listed IdP groups; Bedrock upstreams gain guardrailtrace to log which guardrail filter fired without exposing matched text
- Idle compaction: 200K+ token conversations left idle in VS Code and Claude Desktop's Code tab get summarized, with the summary reused if the prompt cache has expired
- Fixes: graceful effort-level downgrade when admins cap models, proper error output from claude -p startup failures, Bedrock multi-image sessions no longer hitting "400 Input is too long", fallback to older models on Microsoft Foundry, TLS cross-signed root cert fixes, and several MCP auth/logout corrections
