Dev agency's Claude Enterprise bill rose 4x and client cost allocation is a mess

A 30-person dev agency moved everyone from expensed Max plans to Claude Enterprise this summer, and the bill rose about 4x. The real problem: every hour is billed to clients, but the admin console only tracks people.
- They enabled OTELMETRICSINCLUDEREPOSITORY via managed settings and map each repo to a client in a sheet, yielding Claude Code cost per repo.
- Still, OTel data never matches the invoice — 18% apart last month, and finance sent the first client invoice back.
- Main gaps: PMs do client work in chat all day (invisible to OTel), plus list-price estimates and sessions with no git remote set.
- They're trialing tokenshift for the third of client work in Codex, but it's another estimate and doesn't fix invoicing.
The poster asks other Enterprise agencies which number actually goes on client invoices.
