Four questions that make 'human control' of military AI testable, beyond 'human in the loop'

A UN News report (Oct 20) describes military AI spreading across intelligence analysis, target identification and drone operations; UNIDIR director Robin Geiss warns that faster decision cycles and opaque systems raise risks of error and unintended escalation.
The author (who discloses he builds Goose Pod) argues that asking whether a human is "in the loop" is too coarse, and proposes four concrete review questions:
- Decision boundary: which decisions does the system recommend, and which stay reserved for humans? Target identification and authorization to use force are distinct responsibilities.
- Evidence and time: what supporting information and uncertainty can the reviewer inspect, and is there enough time to genuinely challenge rather than just acknowledge the recommendation?
- Intervention: does the responsible person hold both the authority and a usable means to reject or stop the action? A nominal approval step alone isn't control.
- Accountability: what record would let independent reviewers reconstruct the recommendation, the information available, and the final decision?
The report also covers voluntary industry guidance, shared terminology, and misuse by non-state armed groups; a legally binding treaty on lethal autonomous weapons remains a call, not an adopted agreement. The author notes these are his proposed questions, not findings about any deployed system.
