Codex desktop app bug locks accounts in infinite 'model at capacity' loop across all models
hongfeng-nex · ghdev · 2026-10-20
A bug report on openai/codex (#55583) describes a severe issue: since October 20, a ChatGPT Plus user's Codex desktop app (v26.1013.4894.0) throws Selected model is at capacity for every model — including GPT-6.1 Sol at all reasoning efforts — right after quota reset.
Key symptoms:
- Every agent step (reading skills, shell commands, web search) fails instantly; Retry loops forever and switching models doesn't help;
- The account has plenty of remaining quota;
- The issue also reproduces in Work Mode on Android ChatGPT, making it fully unusable;
- The Windows client is effectively bricked, with a Feedback ID filed and 10 comments of discussion.
