Agent rejects an approved design review, reruns it with a skill-capable agent type

umeshonai shares his agent's report: although PR #88's first design review was approved, the agent 'wouldn't count it' — the reviewer ran 24 seconds with four tool calls, ran no web tests, and couldn't load the frontend-design skill because its agent type lacked the Skill tool. The agent launched a second review with a skill-capable agent type, reran catalog web tests, the typo check and lint, listed four non-blocking suggestions, and recorded the rerun rationale in a ledger and state file. A nice practice in agent-driven quality gates with audit trails.
