Proactive AI agents: a 6A framework for agents that find work on their own

Autonomy researchers flagged proactivity over 30 years ago, yet most agents still wait for instructions. A survey by UIUC, Google, Stanford, UC Berkeley and CMU researchers, "Proactive AI for Superintelligent Agents," tackles agents that discover and initiate work themselves.

Using the example of an assistant noticing that a meeting extension conflicts with a return flight and a hotel cancellation deadline, the paper proposes a 6A framework: Awareness (state and memory), Anticipation (predicting consequences), Agenda (selecting and maintaining goals), Arbitration (deciding when and how to intervene), Action (delivering help), and Adaptation (learning from feedback). Proactivity and autonomy levels can be authorized separately.

The survey covers 13 application domains including coding, autonomous science, embodied robots and smart homes, cites Meta Muse, OpenAI dots and Tsinghua's ProactiveAgent, and outlines task/mechanism/user-level evaluation — arguing proactive benchmarks must not hand agents the problem statement.
