Mistral Vibe CLI 3.0 unifies agent harness across CLI, VS Code and browser with Rust TUI

Mistral released Vibe CLI 3.0.0 with two major changes:
- Unified Harness: CLI, VS Code extension and browser version previously had separate agent loops; all three now share one Rust core holding agent state and deciding each step. CLI/VS Code use a shared local runtime, the browser uses a cloud sandbox runtime, and /teleport session handoff stays on the same harness. Features and fixes now land on all surfaces at once. The harness is designed for Mistral Large 4, rolling out to paying users.
- Rust TUI: a native Ratatui binary handles only display. On an M4 Pro (medians): first frame in 72 ms vs 1.1 s for the old Python TUI; scrolling 3–500 turn conversations renders 60 fps at 4% of a core vs 14 fps and 15% before; per-scroll latency under 1 ms vs 16 ms. The Python app server still takes 1.5 s to be ready, but prompts can be typed and queued meanwhile.
Removed: legacy harness flag, Python TUI, and Plan mode. Users on 2.26.0+ have been gradually switched; configs, skills, agents, MCP servers and sessions carry over.
