opencode issue calls for exposing inbox cancel and busy query APIs to plugins

A developer filed issue #56115 on anomalyco/opencode asking the plugin host API to expose two primitives that already exist in v2 core but aren't available to plugins:
- session.inbox.cancel(inboxID) — implemented in core (pre-delivery only, with an HTTP endpoint) but not exposed on the plugin host ctx, so plugins can't retract a queued parent wake once the underlying child request is resolved externally.
- An authoritative busy query — execution.isActive and GET /api/session/active exist, but plugins only have event-tracked heuristics or racing waits, so there's no reliable way to avoid waking a busy parent agent.
The motivating case: orchestrator plugins waste agent turns on child permission asks that were resolved by an external auto-responder, because the queued wake can't be retracted. The author argues the mechanism belongs in the host (which owns inbox state and execution busy-ness) while policy stays in the plugin, and both changes are thin exposures of existing internals.
