MOFCOM/MOST Announcement 2026 No. 48 (Oct 16) proposes adding 40 technologies to China's Catalogue of Technologies Prohibited or Restricted from Export: 23 in AI, 5 in biomedicine, and 12 in PV (polysilicon, wafers, cells, and core equipment). The author traces Beijing's cumulative counter-toolkit since 2020: Export Control Law, gallium/germanium and graphite controls (2023), State Council Decree 792 on dual-use items (2024), and rare earth controls (2025), each step expanding MOFCOM's reach over global tech flows.
