China's Ministry of Commerce and Ministry of Science and Technology issued draft Announcement No. 48 of 2026 (open for comment until Nov 15), proposing the country's first outbound export controls on AI: a catalogue of 40 technologies, 23 in the AI stack, covering LLMs, AI agents, computing clusters, and chip design methods. 14 would be prohibited from export and 26 restricted. Controls extend to model weights and source code at or above 2 trillion parameters or top-10 benchmark rankings, and to agents designed for defense and critical infrastructure.
