Qwen Code PR review defers 4 suggestions while 10 Critical threads stay as merge gates

Issue #14127 in QwenLM/qwen-code tracks four Suggestion-level findings deferred from PR #13902's round-1 review, as the PR (+3855/−229 across 35 files) grew past the size fuse.
Key points:
- Ten Critical threads on #13902 remain deliberately unresolved as merge gates, including a human-reported team-binding approval orphan (reproduced via a component probe: one retained pending mediator record, zero permissionresolved, cap-1 exhaustion) and nine findings from the review bot's round-2 CR, each dispositioned REAL by the author.
- Round-1 Criticals R1-1 through R1-3 were already fixed in commit 309106eeca4; item 8 here is the surviving Suggestion-class remainder of R1-4.
- One example deferred finding: web-shell consumer docs describe meta.agent as the author, while for inter-agent frames the producer stamps the recipient.
The issue showcases a transparent review-deferral workflow combining an automated review bot with human verification.
