GitHub Copilot CLI adds --disable-client-telemetry flag in new release

GitHub Copilot CLI shipped v1.0.99-3. The release adds a --disable-client-telemetry flag to turn off client telemetry uploads, and fixes several issues: sandboxed shell commands now explain credential-proxy certificate trust failures with an approved rerun option, saved /diff review comments persist when reopening an unchanged diff, plugin actions route reliably after inventory refreshes, reasoning-only max-token responses no longer loop indefinitely, and a clear warning shows when a saved model is auto-replaced on resume.
