Developer rebuilds GitHub in 4 days: Keel makes agents declare intent before changing code

A developer says Cloudflare asked him to rebuild GitHub, and he did it in 4 days with Keel. His thesis: GitHub/GitLab/BitBucket are really software delivery tools built for humans, but in an age where many agents write code, the WHY matters more than the WHAT.
Keel's core ideas:
- Intent declaration: each agent declares what it's doing, so it becomes aware of surrounding work
- Intent-level conflict resolution: when changes conflict in intent rather than just code, Keel classifies and facilitates the decision, whether made by a human or another agent
- Provenance tracking: intent and decision-making are recorded alongside code changes
The attached screenshot shows Keel's Mission Control: dozens of parallel agent changes (Declared/Awaiting ruling) converging on one trunk, with 144 changes and 44 landed in a live pipeline.
