qwen-code PR adds WebShell directory switching with explicit cwdChange capability

PR #13760 on QwenLM/qwen-code adds same-Workspace directory switching to Managed Sessions in WebShell, plus an explicit cwdChange capability in the Java BFF. Relative-path switching preserves the Session, history and editable draft; gating requires server capability, provider support and a valid revision for backward compatibility. Identity-scoped intent storage, original-key recovery, bounded polling and monotonic summary refresh handle lost acknowledgements and reordered events. Joint acceptance remains gated on #13564's cwd instruction-cache fix.
