Taiwanese chip-test house winstek, with just NT$2.7B in H1 revenue, approved NT$13.4B of 2026 capex — up from a NT$5.6B plan in December. AI accelerators spend far longer on testers than phone chips, and 3D packaging complexity adds insertions, so tester hours are running out.
