GKE adds CPU Startup Boost: faster pod starts without over-provisioning

- Google Cloud announced CPU Startup Boost for GKE in preview: it dynamically raises a container's CPU allocation during initialization and scales back to baseline once ready, without restarting containers. Built into the Vertical Pod Autoscaler.
- The pain point: startup workloads (JVM class loading/JIT, Node.js parsing, etc.) need far more CPU than steady state. Sizing for steady state causes throttled cold starts and probe timeouts; over-provisioning wastes idle compute and inflates bills.
- For platform engineers: set CPU requests for steady state while keeping fast startups and lower infrastructure costs.
