Curia: open-source tool runs Claude Code agents as a rule-bound society of named seats

The author open-sources Curia, which runs a team of Claude Code agents as a small society with memory, roles, and enforced law rather than a pile of independent terminals. It's directly inspired by Steve Yegge's Gas Town/Wheelhouse thesis: agent harnesses either devolve into chaos or evolve into societies, and what makes a society is law.
Pains it solves (from juggling 4-10 terminals):
- Shared knowledge isn't memory: CLAUDE.md/skills/Beads give every session conventions, but no agent remembered what it had been doing — each session woke with semi-amnesia.
- Account limits ran dry at 2am; scheduling across accounts was painful.
- Agents sat idle watching CI for an hour; all inter-agent messages routed through the author.
- Rules were requests, not checks — nothing stopped a slip.
Design: every agent holds a named seat with memory that outlives sessions; one Claude account runs many seats, one active at a time. Three kinds: Offices (standing jobs, woken on schedule — Consul for delivery, Notarius turns meeting notes into tickets, Censor fixes failing branches, Lictor reports backlogs), Crew (seats you talk to directly), Fleet (workers an office dispatches into repo copies). The reusable machinery is one Python file; each project's roster, rules and memory live in its own "estate."
