Model-driven to decision-driven AI: does the bottleneck move up to task selection?

Responding to Diogo Almeida's claim that data matters more than compute and task choice matters even more, the author revives a framework: model-driven AI (human-defined rules) → data-driven AI (learning patterns from environment data) → decision-driven AI (learning from decisions, alternatives, context, and outcomes to improve decisions themselves). He distinguishes environment data (what's happening) from decision data (who chose what, under what conditions, with what outcome), and asks whether the real bottleneck now shifts upward toward task selection and decision quality.
