When Coding Agents Spawn Other Agents, Whose Permissions Apply?

The author raises an emerging governance question: when a coding agent delegates work to spawned sub-agents (one modifies the repo, another reviews, the parent opens the PR), whose authority is actually being exercised — the parent's, the child's, the user's, or the orchestration layer's?
