Pyrefly 1.3 ships experimental tensor-shape checking for JAX, NumPy and Polars schemas

Meta's open-source Python type checker Pyrefly v1.3 adds:
- Experimental tensor-shape checking via a composable shape DSL for JAX and NumPy, plus DataFrame schema checking for Polars — shapes and schemas no longer live in comments
- Finer error control: pyrefly-specific type: ignore tags, and improved baseline files with matching-mode, format and visibility options, --prune-baseline and --error-stale-baseline for CI
- replace-untyped-imports-with-any to treat stub-less third-party packages as Any; pyrefly init auto-migrates mypy settings
