GitHub Copilot auto model selection adds efficiency, balance, and intelligence tiers

GitHub updated Copilot's auto model selection with three configurable tiers that trade off cost, quality, and response time:
- Efficiency: keeps costs low for fast, simple tasks
- Balance: weighs all three for everyday work
- Intelligence: prioritizes quality for complex tasks
All tiers share the same model pool; auto evaluates each prompt individually—e.g., adding a docstring may use a small model even on Intelligence. Rolling out to VS Code, Copilot CLI, and the GitHub Copilot app. Usage is billed by the model selected (regardless of tier), with paid subscribers keeping a 10% discount on auto-billed usage.
