Su Sheng (suchenzang) puts near-zero probability on frontier labs agreeing on a single third-party safety evaluator, for three reasons: no competent body could do genuine frontier evals rather than repackage existing ones; any such body would be financially tied to an existing lab; and even so, it would lack the backbone to speak up when things go wrong.
