Neon ships Claimable: agents provision Postgres without signup, humans claim later

Neon launched Claimable Neon, letting AI agents provision a real Postgres project via the auth.md spec before any human signs up. Unclaimed projects expire in 72 hours (100 MB storage, 1 GB transfer cap), and a claim link transfers the project into a Neon org later — removing the signup bottleneck from agent workflows.
