Claude Cowork 403 "organization policy denial" persists for Pro user despite full domain allowlist

- A personal Pro user reports Claude Cowork returning 403 "agent proxy: organization policy denial" when accessing their database URL.
- Enabling network egress and setting the Domain Allowlist to all domains in Settings → Capabilities fixed it for one night, but new cowork chats were blocked again the next morning, including chats created right after updating the allowlist.
- Existing routines keep working; only cowork chats are affected, suggesting unstable or hidden network policy enforcement in Cowork.
