Merge launches no-human-in-the-loop agent signup: one unauthenticated call creates an org and tool pack

Merge's Agent Handler now supports agent signup: a single unauthenticated POST request creates an organization, API key, tool pack, and registered user with no human in the loop. The response includes the apikey, org id, a claim link with expiry, and ids needed for the next call—aimed at coding agents adding tool access, eval harnesses, and trials that shouldn't stall on a signup form. The endpoint is IP rate-limited so retry loops get rejected instead of spawning orgs.
