Researcher proposes mandatory named arXiv pre-prints before conference submissions to raise the cost of low-quality papers

Arguing that the cost of producing low-quality papers has dropped to nearly zero, the author proposes raising the cost of submitting them by imposing reputational costs. Noting ICLR's de-anonymized rejected-paper experiment failed, he suggests authors must post papers on arXiv under their real names before conference submission, with the submitted version forced as the version of record.
