Codex tip: Astra reads your remaining usage so you can budget in plain English

- PSA: Astra can see your remaining usage percentage in Codex and take it into account when running a /goal.
- This means you can set a budget in plain English, e.g. "keep going until i'm down to 25%, or until you've solved it" — letting the agent decide when to stop on its own.
