Per Gergely Orosz, ex-Meta hires at OpenAI wanted to build Meta-style dedicated internal tooling teams, but OpenAI leadership resisted, arguing that in an "AGI-first" world there will be no internal tooling teams. They were right: with Codex, OpenAI now sees an explosion of internal tools without any tooling team.
