A fixed evaluator can still become the target of an agent loop

Fixing an evaluator prevents goalpost moving but doesn't stop agents from adapting to visible validation feedback. The AQuA preprint distinguishes visible validation from a withheld final test. Procedural isolation of the final test may not prevent agents from hacking the visible feedback loop.
