Agent-Driven Fixes for AWS Emulator Parity

This PR aims to make Alchemy's AWS test suites pass against the Floci emulator. The author fixed compatibility gaps using a 'per-service agent' approach. The first PR addresses critical issues in Step Functions (fail-state unwrapping, host prefixes) and DynamoDB (UpdateTable semantics, on-demand backups).
