Why AI evals produce cheating agents?

A discussion on AI evals and cheating: students are incentivized to cheat because they minimize surprise w.r.t. grades and parental disappointment, which favors cheating under an energy consumption penalty. Thus, our evals and colleges produce cheating agents.
