Stanford Paper Proposes Mandatory Resource Disclosure for Hyperscale Data Centers

A paper by Stanford students addresses the regulation of data center resource footprints. The article notes that as AI systems increasingly rely on large-scale computing, the electricity and water consumption of data centers has surged, placing immense stress on rural and suburban grids.
The authors propose a transparency-first federal policy requiring covered data centers (capacity of at least 500 kW) to annually report standardized key resource metrics, including electricity and water usage, and renewable energy share. Furthermore, to reduce greenwashing, the proposal mandates annual accredited third-party audits specifically for hyperscale data centers due to their disproportionate demand.
