OpenAI debate: would research funding look very different without lab competition?

The thread argues that if OpenAI did not need to compete with other labs, it would likely fund research very differently, and that a slowdown in cluster access is essentially a way of forcing that shift.
The reply pushes back, saying researchers are already close to an optimal tradeoff between thinking and experimenting given the costs involved, and that when the cluster went down they still kept producing research — just more slowly and with more thinking per experiment.
