AI capability charts are soaring, but AI lawmaking has barely moved since 2024

Stephen Casper argues that AI charts have shown hockey-stick growth since 2023–2025, but the policy debate has barely shifted: the Overton window around AI lawmaking has changed much less since 2024 than the technology itself.

The attached charts reinforce that contrast by showing rapid growth in AI systems, incidents, funding, parameters, compute, and task capability horizons since 2019, while legislation remains comparatively cautious and slow-moving.
