Gemini CLI adds Gemini 3.5 Flash to the selector and patches model routing

- A PR in google-gemini/gemini-cli adds gemini-3.5-flash to the model selector for all users, fixing a rollout gap in v0.51.0.
- The patch also introduces gemini-3.6-flash and gemini-3.5-flash-lite as new model constants, surfaces them in legacy selection paths, and updates docs and tests.
- It guards resolveModel() so an explicitly chosen gemini-3.6-flash is not overwritten by the default flash model.
