Evals Need End-to-End Perspective, Not Localized Views

The author argues that many evals only scratch the surface of the problem. To truly solve issues, an end-to-end perspective is required; otherwise, it's easy to over-optimize things that shouldn't be optimized.
They further point out that as paradigms shift, eval standards will continuously evolve. In other words, evaluation isn't a static template, but something that co-evolves with problem definitions and system architectures.
